Step-by-Step Guides for Asbestos Work

A practical guide for carrying out inspection, survey, lab testing and safe removal coordination in Singapore.

1. How to carry out asbestos inspection

  1. Collect project details: site address, building age, planned work scope and known renovation history.
  2. Identify likely asbestos locations: older corrugated roofs, ceiling boards, partition walls, insulation and fire-resistant boards.
  3. Stop disturbance: do not cut, drill, hack, sand, sweep or remove suspected material.
  4. Inspect visually from a safe position and record photos, condition, accessibility and damage.
  5. Classify next action: no immediate action, manage in place, conduct survey, test sample, or plan removal.

2. How to carry out asbestos survey

  1. Define the survey boundary: whole building, work zone, roof area, ceiling zone, demolition scope or selected materials.
  2. Prepare room or area references so every suspected material can be tracked.
  3. Create a register listing location, material description, condition, photos and whether sampling is recommended.
  4. Mark sample locations on drawings or photographs.
  5. Issue a survey report that can support risk assessment, contractor quotation and MOM notification if removal is required.

3. How to carry out lab testing coordination

  1. Decide which suspected materials need confirmation by lab testing.
  2. Prepare a sample plan and avoid unnecessary disturbance.
  3. Use safe sampling controls, sealed sample bags, labels and chain-of-custody records.
  4. Send samples to a suitable laboratory for asbestos identification.
  5. Map lab results back to the sample location register and advise the project team on management or removal steps.

4. How to coordinate safe asbestos removal

  1. Confirm asbestos presence through survey and testing where required.
  2. Engage a suitable MOM-approved asbestos-removal contractor for workplace asbestos-removal work.
  3. Prepare the plan of work, risk assessment, asbestos survey result and notification documents.
  4. Submit MOM notification at least 1 week before asbestos-removal work starts, where required.
  5. Establish access control, warning signs, containment, wet methods, suitable PPE, decontamination and HEPA vacuum controls.
  6. Remove materials carefully to minimise breakage and fibre release.
  7. Seal asbestos waste, contaminated plastic sheets, tapes, cleaning materials, disposable clothing and filter bags in labelled bags or containers.
  8. Coordinate transport and disposal through appropriate licensed toxic industrial waste channels and keep disposal records.
  9. Complete close-out documentation, including disposal certificate and air monitoring report where required.

FAQ

Is visual inspection enough?

Visual inspection helps identify suspect materials. Laboratory testing is usually required to confirm asbestos content.

Should all asbestos be removed?

Not always. Non-friable asbestos-containing materials in good condition may not need immediate removal if they are not damaged or disturbed.

Who should remove asbestos?

For workplace asbestos-removal work in Singapore, use an MOM-approved asbestos-removal contractor.

How early must MOM be notified?

MOM states that an approved asbestos-removal contractor must notify MOM at least 1 week before asbestos-removal work starts.
